Video Domain’s Solutions Secure 55 Public Medical Centers in Canary Islands.

Video Domain Technologies has been chosen to provide solutions for securing 55 Public Medical Centers spread over the Canary Islands.
When the Centro de Salud Primaria de Canarias (Primary Health Center of Canary Islands) decided to install a centralized security system including remote video monitoring for all of their 55 public medical centers spread over the islands, Video Domain’s solutions were chosen.

“Up until then, the Health Centers Administration had been using security guards to secure all of their public medical centers, some of them on a 24hr basis, and their security expenses were extremely high” said Rajiv Wadhwani, CEO of Viratel – the sole distributors for Video Domain products in the Canary Islands. “They wanted to set up a security system that would be cost-effective yet efficient”.

The security consultants to the Health Centers Administration proposed setting up one centralized control center for all 55 medical centers, located in the administrative center, and installing a system whereby the control center could monitor after-hour entry at the medical centers via remote video.

A NetiP* system was installed in each medical center to transmit video from the medical centers to the control center over an existing private IP network. In addition, four D-Cam** cameras were installed in each building: one covering the main entrance, one covering the emergency entrance, and two covering reception – public areas.

* NetiP is a stand-alone IP Remote Digital Video/Audio Transmitter that transmits high quality video and audio. It supports up to 8 color cameras, audio channels, alarm triggers and relay outputs. The MultiObserver software that comes with the NetiP supports Video Alarm Verification and Virtual Guard Tours applications.

**D-Cam cameras are inexpensive miniature covert cameras featuring integrated high-quality camera, PIR detector and very sensitive microphone. The camera and the PIR have a matching field of vision.

During work hours, the control center does routine Virtual Guard Tours of all 55 medical centers, to monitor that everything is in order.

After hours, when the D-Cam PIR sensor triggers an alarm, the NetiP automatically connects to the control center and transmits live stream video and audio, so that the operator can see exactly what is happening on site, what triggered the alarm, and dispatch a response team if necessary.

Case Study: Video Domain’s MemoCam Helps Police Solve More Crimes

Background
This is a case study of a Police force that is responsible for providing law enforcement services within a busy city and surrounding areas. It has four divisions plus headquarters.

This Police Force has a strategic plan in place not just to reduce crime and anti-social behavior, but also to reduce the fear of these crimes amongst the population.

They recognized that many of the crimes they needed to solve requiring intelligence-led policing techniques were drug-related. They included volume crimes such as domestic burglaries, commercial burglaries, distraction burglaries and crimes to fund drug habits, as well as the actual drug dealing.

The Challenge
Some properties in the area attracted a high number of repeat break-ins. In one example, it took 20 minutes for police to arrive each time a rural building was broken into. Although this was a fairly swift response, it was not quick enough to catch the criminals at the scene.

There were simply not enough resources on duty to cover the large geographical areas, and while intelligence was being received about activities of suspected criminals, the Police simply did not have the manpower to visit each suspect or investigate all the premises.

The Police decided to investigate the use of security cameras for covert surveillance and to build evidence for drug-related crimes.

In the past, the only solutions available for surveillance operations were using a car with microwave-linked cameras or using officers on the ground. These options were expensive: using officers on the ground for a 24-hour operation could cost upwards of $6,000.

The Police knew that while a camera could not prevent the crime, it could be used to gather intelligence that would accelerate the identification of criminals, support forensic evidence and ultimately speed-up their arrest.

The Solution

The Police chose Video Domain’s MemoCam® * for their covert surveillance operations as it provides a plug and play solution that can be deployed quickly & easily, requires minimal training before-hand, and could remain in the field for long periods without the need for ongoing maintenance. The low cost of MemoCam® allowed them to purchase a number of cameras for the same cost as just one surveillance operation.

* A MemoCam® is a covert hand-sized stand-alone CCTV system integrating high-quality Camera, DVR, Video Motion Detection (VMD) and PIR. Recording is triggered by dual-technology VMD and/or PIR, or external dry contact. “Events” are recorded on removable SD cards which can be read on any PC/pocket PC. MemoCam® has received prestigious security awards for excellence and innovation and is used by many Law Enforcement & Government agencies in USA and UK.

Following a successful trial of eight MemoCam® units, the Police invested in an additional 50 units, that are all in use at any one time on jobs that normally wouldn’t be dealt with because of lack of resources. Due to their success and efficiency, even more cameras are scheduled for deployment.

One of the divisional Technical Support Units has a team of four people trained to set up and use the MemoCam® units, which can be set up and fully operational in about half an hour.

A divisional Technical Support Unit officer said: “If I had 200 cameras, I could have them all out on operations immediately. It doesn’t matter how many MemoCam® units I received - they still wouldn’t satisfy the demand.”

The Benefits

A large amount of intelligence needs to be gathered before dedicating costly resources to a case. This process is always expensive and time-consuming. But with the MemoCam®, sufficient evidence can be gathered relatively quickly and cheaply, and on many more jobs.

For example, if the team suspects that a property is being used for dealing drugs, then a camera can be quickly & easily set up to record whether the property is being visited by an out-of-the-ordinary number of people.

The MemoCam® is often used to see where a criminal has been inside a property in order to show forensic officers where to look to get the most reliable evidence such as fingerprints, clothing samples or DNA. This intelligence is then used to make a positive identification that can be used to issue a warrant for arrest.

The MemoCam® is also used following the receipt of intelligence. They can be used to cost-effectively prove (or not) that there is something worth investigating. If there is, then resources can be deployed to investigate further, and if not, then no resources need be wasted.

A member of one of the Technical Support Units explains: “MemoCam® equipment is doing a job that police officers should be doing but can’t. In essence, they are a form of very cheap labor. They also help us to narrow down the intelligence we have so that we can put our valuable police officers onto working on the most reliable investigations.”

Two further benefits of MemoCam® are that they are easy to maintain and adapt to different requirements. Once deployed, a MemoCam® can be left to monitor a site for several months without having to be touched. If special requirements are needed, such as a long-range lens etc, then the team can easily make this option available.

“The cameras are easy to set up, have a simple memory card system and are straightforward to use,” says a member of one of the Technical Support Units. “If an area is known to have a lot of repeat burglaries, MemoCam® units can be installed and left for several weeks.”

He continues: “The inconspicuous design of the MemoCam® also means that they are difficult to spot. No cameras have been lost or damaged so far, and their simplicity and reliability have led to excellent results.”

“There have been dozens of successful jobs that have resulted in quality intelligence leading to arrests. One example is when car keys were stolen from a house during a burglary. We set up a camera, and saw pictures of the burglar when he returned to take the car the next day. Our Force was notified of the theft, and they matched the pictures to a known criminal – who was arrested the following afternoon.”

Conclusion

MemoCam® is allowing this Police Force to achieve its objective not only to solve more crimes, but also to reduce fear in the community about volume crimes such as burglary. It is able to deploy its resources in the best possible direction, to use intelligence more effectively and to get closer to meeting its goals.

As summed up by one of the Police Officers: “MemoCam® has delivered a massive amount of intelligence, has been used in numerous operations, and has led to many arrests.”

Case Study: How Condominium Board used MemoCam Solution to enforce Security and Cleanliness.

BACKGROUND
The residents of a 40-unit apartment coop on the Upper West Side, New York, realized that their mailroom was being confused with a men’s room several nights a month. Their board decided to install a surveillance system to monitor the area 24 hours a day, and they sought professional security advice.

As in so many other properties, their decision to install security cameras was, in the industry jargon, “event-driven”.

CHALLENGES
As in many buildings of their size, with only 40 units, when they started looking for surveillance systems, they soon found that it was easier to put the problem on the backburner and hope the annoyances will eventually go away.

The reason? The systems being offered seem to be aimed more at single-family home setups or at larger buildings with larger budgets.

The basic recommendation for the mailroom problem was to install a covert camera of some kind, together with a VCR and a monitor located in a nearby secure location. Quotes for this simple set-up run from $1,500 to $3,500.

Another problem is that the superintendent or board member has to be responsible for replacing tapes at regular intervals and checking that the tapes were still recording properly.

With a DVR machine, the images are recorded on a hard drive, there are no tapes to change, and huge amounts of data can be captured. In addition, since the system is digital, it is easier to find a specific event. But a DVR is more expensive than a VCR by several hundred dollars, and it wouldn’t eliminate the cost of linking up the camera to the recording device.

Although going wireless could greatly reduce the cost of installation, it was generally regarded as not being reliable or powerful enough to use for building-wide security systems (such equipment could be adequate for home installation, however).

For buildings that have access to high-speed internet connections, there are other solutions. However, smaller buildings are unlikely to have the infrastructure in place. While many residents may have individual high-speed internet links, there is no connection point for the building itself.

A more radical solution to eliminate the cost of cabling is to “piggyback” on the electrical wiring already in a building. But they couldn’t find a company that installs this broadband-over-power-lines equipment, that was interested in working with buildings with less than 100 units.

SOLUTION
The solution found for the mailroom problem in the 40-unit building was a unique piece of equipment that eliminated cabling and complications by putting everything together into one small, hand-sized unit called a MemoCam.

The user-friendly nature of the MemoCam stems from the fact that the whole surveillance system is built into the one small unit, with an operation that is very familiar to anyone who has used a digital camera.

Instead of transmitting images to a separate recording device, the pictures are stored on a removable memory card up to 2GB. That’s where the similarity ends, however, the device looks nothing like a camera: its invisible pinhole lens and lack of a viewing screen make it ideal for covert installations.

What transforms this camera into such an effective security-monitoring unit is its ability to link image-recording to selected events. With a combination of advanced video motion-detection and infrared heat detection, the unit can be very precisely configured.

The area being monitored can be as specific as an entranceway or a telephone on a desktop.It can be set to monitor movements in front of a window and to completely ignore any movements going on outside. The unit comes with a mounting device, a 64MB SD card and a power supply with 15ft cable. One needs only to connect it to a power supply.

When there is an event to investigate, the memory card is removed and the images can be viewed on a computer screen by usilng a card reader, which can be purchased together with the MemoCam, attached to the computer.

Someone in the building still has to be computer-savvy enough to be able to install the software and use a card reader, but it’s a procedure that has become so standard now for viewing images from digital cameras that it’s unlikely to be a stumbling block. The images, which are time- and date-stamped to clearly identify an event, can be downloaded and stored on a computer hard drive or e-mailed.

For convenience, they can also be viewed on a pocket PC, making it possible, for example, to provide the building’s super with a viewing facility without needing to set up a monitoring station.

Models that record in black and white are available for around $500 on the internet. For another $100 or so, you can add color and a new resolution technology that allows you to zoom in on a 1.2 megapixel image to see the finest detail.
