Parking the Building Block for Revenue

Parking is an essential element in today’s transportation market, requiring the combined efficiencies of controlled vehicle throughput, security and revenue control to coalesce into a unified and synchronous system. Commercial complexes such as airports generate vast amounts of transaction activity that produce a revenue stream comparable with the gross domestic product of some small countries. The conclusive goal of the parking industry is the effective collection and control of the revenue stream, maximizing cash flow by minimizing revenue collection deficiencies.

Federal APD offers airport authorities a revenue control solution that integrates leading-edge technology with the lane device network; delivering a fully integrated, open architecture system. The guiding principle of design is based upon the capability of relating two independent identification technologies to each patron in the facility. The conventional method of gaining entry is typically through the issuance of a mag-stripe ticket, an access card or AVI tag. Information is collected for each patron as they enter the facility and uploaded to the Federal APD ScanNet Facility Management System. Federal APD has integrated a second method of identification through the use of License Plate Recognition (LPR) cameras and Optical Character Recognition (OCR). The LPR in the lane creates and sends additional information to the ScanNet system that relates the ticket number (or other primary ID), license plate number, license plate image and vehicle image together in the system’s relational database. While the patron is in the facility, the operator has full access to view current license plates and vehicle images in the facility, as well as “correct” plates where the OCR confidence may be below a required threshold.

Upon exiting the facility, the traversal history of the patron is acquired from the database by both the primary ID and the license plate number. This independently returns all data associated with each field including the ID number, license plate number, lane number, date, time, license plate image and vehicle image. Should both traversal histories match, the operator may be assured of a high probability that the exiting patron’s fee is being properly calculated, collected and audited.

Security measures are also of increasing importance throughout the world. In many instances, the first personal contact that is made between the airport facility and the customer is through the parking experience. The act of bringing customers to a central location where they will be boarding and embarking upon an airplane is not lost upon the parking industry. Federal APD is especially aware of the importance of controlling and monitoring access and egress from the parking facility. LPR plays an additional role in a security application, providing a means to track a vehicle once it has entered the airport area. Certain vehicular patterns may be recognized as suspicious and plate numbers may be checked against a “blacklist”. When utilized for both revenue control and security, LPR data and its application may be used to:

• Reduce ticket fraud (ticket swapping)
• Reduce license plate fraud (license plate swapping)
• Calculate parking time
• Calculate fees for lost tickets
• Control traffic
• Verify access and egress through extracted images
• Control access to restricted areas
• Detect suspicious vehicular patterns
• Provide license plate data to local law enforcement agencies when requested

Federal APD is Awarded and Signs Contract.

August 13th, 2004 - Federal APD, Inc., of Novi, Michigan signed a contract with the Port Authority of New York and New Jersey (“the Authority”) for a new Airport Parking and Revenue Control System. The system will replace the parking equipment and the central parking management system at LaGuardia Airport, John F. Kennedy International Airport, and Newark Liberty International Airport.

The signing of this contract extends Federal APD’s track record of supplying state-of-the-art parking, access and revenue control equipment to major airports across the globe. Federal APD parking solutions enhance revenue control and improve operational efficiency of Airport Parking Operations. The automated parking system at each airport will fully integrate with an E-Z Pass interface, central control monitoring, License Plate Recognition and an interconnecting communications subsystem covering all parking lanes.

The contract with the Port Authority has a base performance period of six years and can be extended by three additional two-year periods and one 120-day period. The contract represents potential Sales exceeding $79 Million. The contract has an initial value of $46,965.905.

The Port Authority of New York and New Jersey determined final selection and award of the contract after extensive review of Federal APD’s experience, products, services, technology innovation capabilities and overall approach and planning.
